Haniyeh stipulates conditions for referendum
Deposed Prime Minister Ismail Haniyeh of the de facto cabinet in Gaza refers to several conditions for Hamas to accept a referendum over a Palestinian state on the 1967 borders. The conditions are inter-Palestinian recociliation and an in inclusion of Palestinians in exile if possible and if not the Palestinian National Council should be restructured to include Hamas and Islamic Jihad. Lastly, «none of the inalienable Palestinian principles can be included in the referendum».

Political analyst Mouin Rabbani furthermore argues that intra-faction reconciliation is prerequisite for any agreement with Israel to be properly ratified.
