New ICG report on Ruling Palestine
International Crisis Group has issued their new report, Ruling Palestin II: The West Bank Model?. The report follows Ruling Palestine I: Gaza under Hamas from March this year.
The report questions whether the Ramallah based cabinet’s strategy of rejuvenating governance under Prime Minister Salam Fayyad and sustained diplomacy steered by President Mahmoud Abbas can succeed.
ICG points out that Abbas and his internal and external supporters have turned a blind eye to legal and constitutional issues, hoping to compensate by the government’s performance.
Fayyad’s caretaker government in Ramallah is now relying in presidential decrees instead of sanction by the Palestinian Legislative Council (PLC).
